Ukraine’s tech sector stands out with expertise in sought-after areas, positioning it as a global innovation leader. With over 300,000 skilled software engineers (and workforce growing steadily), Ukraine excels in web & mobile development, data, cloud, AI, machine learning, cybersecurity, and QA engineering.
Over half of Ukrainian tech CEOs plan to expand their businesses, with more than a third aiming to establish branches abroad, particularly in Poland. This trend reflects a strategic shift to diversify and sustain operations amidst ongoing challenges.
Ukraine produces 25,000-30,000 ICT graduates annually from top-tier universities, ensuring a continuous influx of fresh, highly-skilled talent. This strong educational foundation keeps the talent pool dynamic and up-to-date with industry needs.
Compared to Western Europe and the U.S., Ukraine offers a significant cost advantage, providing top-tier tech talent at competitive rates. This allows companies to maximize their return on investment while accessing world-class skills.
Despite the challenges posed by geopolitical factors, Ukraine’s tech sector has shown remarkable resilience. The ongoing focus on innovation, along with a strong work ethic, enables Ukrainian companies to remain agile and competitive on the global stage.
Ukraine is is home to a resilient and growing startup ecosystem, including ~2,300–2,600+ active IT/startup companies and 240+ AI companies (more than doubled in a decade; ranked 2nd in Central and Eastern Europe). The country ranks among the top ecosystems in Central and Eastern Europe by growth, with ongoing momentum in deep tech and venture activity even amid external challenges.

If you’re wondering about salary trends in Ukraine, here’s the scoop.
Salaries have faced downward pressure across all seniority levels as employers tightened cost structures, which means Ukraine remains one of the most cost-competitive locations in Europe.
Junior rates have softened compared to 2025, yet senior and expert specialists continue to command strong compensation, with increases driven by heightened demand and innovation in these fields.
Pay has edged slightly downward at junior and mid levels, yet the cost advantage remains significant. Specialists here cost a fraction of their Western European counterparts even at the top end.
Salaries have stayed largely flat, with the market increasingly rewarding those who have moved into automation and AI-assisted testing over traditional manual QA skills.
Rates have softened marginally, including at the senior level, yet Ukrainian specialists continue to offer exceptional value, with junior employer costs running at roughly a third of equivalent US hires.

Ukraine’s IT sector offers a unique combination of quality, resilience, and affordability. Workforce reductions of around 10% among major IT companies have significantly increased the pool of highly skilled candidates. This makes accessing Ukraine’s talent base a strategic move, especially given the slight decrease in salaries and heightened competition among job seekers. Whether you’re scaling an AI project, enhancing your cybersecurity framework, or building robust cloud solutions, Ukraine offers dedicated professionals at cost-effective rates.
