GStU project: Software as an anti-homelessness accommodation system

In 2021, the Senate Department for Integration, Labor and Social Affairs successfully launched the pilot program of a citywide software for the accommodation of homeless people in Berlin. The aim is to organize the accommodation of various homeless target groups in a new and needs-based way. Finding and allocating housing is made easier by using the booking software as a central system for each of the districts. It is as easy to use as a hotel booking system. Nortal developed the software.

The challenge

A new organization for the accommodation of homeless people

The Berlin Senate Department for Integration, Labor and Social Affairs has set itself the goal of reorganizing the accommodation of various homeless target groups to meet their needs.

The solution

Development of an existing system

When the Nortal AG team was entrusted with implementing the project “Citywide management of accommodation” (GStU), the company had already developed software for the accommodation of “unaccompanied minor foreigners” (UmA) for the Senate Department for Education, Youth and Family. This could be further enhanced for the Senate Department for Integration, Labor and Social Affairs project and reused as an accommodation program for homeless people.

— Elke Breitenbach, Senator for Integration, Labor and Social Affairs

"[…] Just like a hotel booking system, it is possible for homeless people to book a bed with just the push of a button – with a Berlin-wide quality standard in every home. Plus, every accommodation is based on needs and requirements."

Outlook

Testing the system

Since September, the project has been tested in five pilot accommodations in Berlin Center, Charlottenburg-Wilmersdorf, and the State Office for Refugee Affairs.
