SFOS was created by Nortal for the Estonian Ministry of Finance. By unifying the grant application process for both the applicants and the eight EU fund agencies, the system has made granting EU funds much more efficient in Estonia.

Estonia now has one of the lowest administration cost ratios for managing structural and investment funds compared to other EU member states.
